usnig any application program i need to check the contents in a server directory. Any new file is added in that diteectory will be informed by a mail. for solving this problem i need to develope an application. can you help me please.

i know C#,VB,JSP,ASP.NET,C etc. but i dont know which one is best for this? and which language is simple for implement this?
