Windows Mobile RF Compliance

We need to get WiFi RF compliance testing performed on a Motorola mobile phone running Windows Mobile 6.5. So specifically we need control of RF power level, RF channel selection and bit rate selection on the WiFi. Ideally I was hoping that such testing software already exists. Failing that some info on a WiFi interface that does these things would be good.

There are two questions here:

1. Is there WiFi testing software available I can use?
2. Failing that is there info on a WiFi interface that would do what I want?

Yes - two questions.
