how i can make :
,,The comments should be added at the end of the any file after a line containing only “$”, where each comment will have a number at the beginning of its line indicating its line number

I think you meant a program in Perl or Python because they are convenient in Linux and they are suitable for file and string handling. So please retag your question to show your desired programming language.
