VB.NET Setup Project build error

VS 2010 VB.Net Solution with 3 projects
1) Vb app itself
2) Setup
3) MergeModule

The VB builds with no errors, some warnings.
When I build the Setup project I get the following and have no clue where to look or solve the error. In the Setup project I do not have any "PreBuildEvents" set.

No, I have no clue what the conditions / rule editor is. Can't find it, etc Double clicking on the error does nothing. Is there a setting to have the build be more verbose?
