I've fixed your link, if you don't mind. You should not check the check box "Treat my content as plain text, not as HTML", why did you?

Nothing related to APS.NET required by OP in this article, which is fine because this is ridiculous, but at least you should have explained it. What's worse it is not related to Web at all, so what's the use?

There is a solution based on Silverlight though. Please see my answer.

How can this be related to ASP.NET? This is a server-side technology. Where do you want to capture the image, on server? What are you going to see there? The racks with computers and cables or dark walls? :-)

You can use some software beyond Web browser on the client side in order to make it happen, just because you need to allow the access to a Web camera on the client machine, quite apparently. It could be Flash or Silverlight.
