I need to develop a phone call recording software, that records incoming and outgoing telephone conversations using sound card.

Is there anyone who can give me an idea.

You do realise that that is illegal in many countries, without the knowledge of all parties involved?
You can start here: C# MP3 Sound Capturing/Recording Component[^] if you are giving adequate warnings before recording calls.

The party will select the option to record the call, then a notification will be sent to the other caller either to accept the call recording or reject, if any of the two parties reject the call recording then the call recording should be cancelled.

I also wanted to create a similar program and I did it with C#. Ozeki Phone System XE had this functionality, it provided me the tools to create my own program.
