How to create sparkling light with storyboard for splash screen

While surfing the below link found good effect given in flash.

The effect given for its name Techno Trades & http://www.technotrades.biz[^] is really good (bottom of the page). Is it possible to create the same effect in silverlight with the help of storyboard in xaml page. If anybody had the idea to create the same, kindly guide me how to create it.
