Hi
I do not have a networking back ground, be that as it may, I would like to have my computer to talk to my device, be it the TV or the lights in the house, is that posible and what ideas are there to implement such?

That's a very broad subject but yes all those devices can talk to each other but you will need some kind of transceiver/controller between your computer and the device you want to control.
For instance I have a board that accepts USB from my PC that I talk to through a serial port that in turn sends & receives messages through an XBee RF module that networks with another XBee transceiver that I have set up to control up to 4 A/C outlets. I can turn on/off any device that I plug into the outlet.

There are many ways to do what you have described this is only one.
