Code distribution when no license is provided

The code for the Password TextBox component provided by Code Project at ASP.NET Password TextBox[^] says that "This article has no explicit license...".

Even after downloading the code, it does not contain any text with any license type. It is right to assume that this piece of code can be distributed freely, without any reference to a specific license type? Or should I add some specific license, in case of redistribution?

The article "ASP.NET Password TextBox" says:
If in doubt please contact the author via the discussion board below.

This is exactly what you want to do. Locate the section "Comments and Discussions" at the end, hit "New Message" and ask the author, who will receive e-mail notification and will get a chance to reply.
