Sir I am a Student of Computer science and I'm now involved in a project for my final year college project like photoshop where I want to create a layer control like photoshop in vb.net.I have tried much but can't get to the ultimate solution.Would you please suggest me the way?Please sir.

What did you try, exactly? This is quite doable but needs work. Transparency is supported in different kinds of graphics.
What is your preferred type of application and base UI library? WPF? Forms? Silverlight? ASP.NET?

First, don't repeat the same question over and over expecting a different answer.

Now, this is your final year project. This is where YOU are supposed to deonstrate what you have learned and the ability to apply it. Nobody is going to give you this project or write your code for you. If you can't do the project, you have to take this up with your prof.

We have no idea what you mean by "the ultimate solution". We have no idea what you mean by "A layer control like photoshop". We have no idea what you have tried, how you expect it to work, how it doesn't work for you, or anything else that would be even remotely helpful in pointing you in the right direction.
