How to make cache control

Hello guys... I would like to ask how do i make my website to have a cache control? i did some googling and it says that we need to create a cache control... now how do i accomplish that? I'm really a newbie and i would like to have a step by step guide on how to accomplish this. i want my js and css files to be cache to speed up the loading time of my site... please help guys..
