how to create rectangle around The Dialog or Form when mouse move on it ?

hi , i want to create rectangle when my mouse enter to the dialog , i can hook the mouse , and get every window handle that mouse move on it , now i want when my mouse move on this dialog , this dialog highlight with a rectangle around it , just like "WINID" that is one tools for get windows information ,
