you can use LiteralTextBox and use this code to create menu in code behind :

C#

 Literal1.Text = "<ul style='list-style-type: disc;'>"
            + "<li><a href='#'>Hotels</a>"
            + "<ul><li><a href='#'>Supplementary Room Types</a>";
</li></ul></li></ul>
