can v view report created using Business intelligence development studio in vb.net 2008?
To view running report of already designed SSRS, you need to use Report Viewer, look here:

SQL Reporting Services and the ReportViewer Component [^]

You cannot view RDLC design it in Visual Studio. To open RDL of SSRS to modify, you need to have BIDS (Business Intelligence Development Studio)
