Where is a problem? Can't you just copy "master" database?

If I understood your question correctly, can't you simply create an empty Access database with proper structure and so on as a 'model'. Now when a new installation is done, copy this model database using just file copy to proper place and you would have a fresh starting point.

This is possible since Access database is actually just a flat file so copying it is fine as long as no-one is using it at the moment.
