my question is that what is candidate processes?

Definition of candidate:

"3. a person or thing regarded as suitable or likely for a particular fate or position"

In this case: a thing regarded as suitable for a a particular use

The sentence really should be understood to refer to :

candidate processes, candidate data objects and candidate data stores at the next level.

In other words -- figure out the likely processes, likely data and likely data storage methods of the next level and separate them out.
