3G EAP SIM authentication with WIFI

hi, every one, every genius,
i come here for a SOS supporting, i take part in a project called 3G data pcsuite with usb-plug device,
now we have to provide WIFI connect with the EAP-SIM, which communication operator supported, to share or save
the 3G network total bytes flow so that the customer save their costed money.

I read RTF4186 protocal comment, and search around from internet, download a free software called wpa_supplication command exe,
does anyone use this? i setup the openssl and winpcap enviroments and finally can run the command exe, but when i pass the .conf file
to it with its usage, there is nothing big happened.
does anyone know the usage of the wpa supplicant, and to run the completely authentication flow?
