The short answer is: you should check with your Web hosting provider. (If you self-hosted, I presume, you would know the answer.) Anyway, all decent providers offers FTP upload; if such option is not available, don't even consider the hosting plan.

If you don't have a provider yet, my advice is: perform a wide search and thoroughly weight every options against your requirements, don't confine yourself with the options suggested by Amit (I don't think his post is appropriate). Prefer the providers which offers free hosting with upgrading the plan to a payed one. This way you can test it all before you decide to stay with the chosen provider. Try before you buy.
