user sees reprt viewer as readonly.

Hi,
I have a website which I did in asp.net 4.0
After logging in, the user can be redirected to the ssrs report which shows the report viewer control with parameters in the report.
The user sees the parameter controls but they are all as readonly and so the user can not make changes to the parameters and also the view report button is disabled.
Note that the reason the user is able to see the ssrs report, is because the user is logged into the asp.net website using IIS APPPOOL\F4
In servermanager, the above user has browse rights to the report.
Why does the user sees the parameter controls as readonly and not able to click on view report button please??
