creating a login form in a domain

Hi everybody,
Can anyone tell me that how can i enable users to make a account in my website as same in codeproject. I want users to allow login in my website and restrict the every user to see only particular data.
It is preffered to use css,html,php,mysql in this work. Please help me out.
