Content Based Image Retrieval is a HUGE subject and very complex. You will need to find some online resources of existing code to study unless you have your own unique aproach that you are going to implement... either way, there is no quick answer to your question so I doubt you'll find much help in this section until you've got some code of your own that you're having difficulty with.
