you can't but u can use facebook api's ..

you cant't create the facebook page.. you only copy the concept and layout of fb page.

view source the page and try to get copy the page at ur end apply css accordingly. also as per my knowledge fb is on php language

I don't think that facebook exposes any API to do this.
