How to get Cross Reference Table from already created pdf file?

I am trying to create my own pdf file editor.
like adobe reader and foxit editor.
but i am unable to provide page navigation facility.
what should i do?
1) i read one forum. there i got , i need to get Cross reference table. so how can we get this?
2) and how to read . PDFs file content? i am using itextSharp.dll file. IDE Visual studio 2010 Technology Asp.net
