Many could, but the question is not quite correct. What is "difference"? -- define it. (And what DLL do you call "normal"?) I'll explain. The squirrel belongs to the order "Rodent". You cannot ask "What is the difference between squirrel and rodent", it would sound silly, right?

Roughly speaking, a COM DLL is a standard DLL with additional requirements.
Technically, a COM in-process server is packaged in a standard DLL. If you are really interested then you could read Don Box's Essential COM[^]. There is also the wonderful Jeff Glatt's "COM in plain C" article series[^] here at CodeProject.
