What an odd question. Sounds like you found what you need, so yes, knock yourself out. You certainly need SOME external library to do this.

Sending faxes via an internet connection, ISDN or otherwise, is not possible. ISDN is just two analogue phone lines in parallel. You need to make a phone call to send a fax, you can't do it via the internet unless you use VOIP or something to make an actual phone call through the internet.
