Solution 1

You can't create an installer package that will only run once. It's not possible. You can create an app that takes a licence key that only works on one machine, by sending a registration message over the web that identifies the machine, that's about it.

Solution 2

Hello

Your question has ambiguity!

Some solution exists here:

1- You can use from Encrypted Xml(as configuration) for checking the time of setup.
You must develop individual installation for you application after completing installation you can change checking data in your Xml document.

2- You can use from activation key for running your application

3- You can remove some important file after first installation.

Finally I think using from 1 and 2 simultaneously.

Interesting, but not good enough. There are tools that can track every change made by an installer. 3 is clear nonsense.

your opinion is correct, I know it.
But I think this question has ambiguity,
for example:
1- only one time setup by one user in one computer
2- only one time setup by every user in one computer
3- only one time setup by one user in every computer
4- only one time setup by every user in every computer

for each state I have best suggest but I don't know which state is goal of this question.
