adding or deleting pages or content in website dynamically

Can we add or delete pages and content of pages in website through its control panel.

like in footer menu of a webpage i want to give link like:about us,latest offers,..,
..,..
now i want to add/delete n no. of links like this and also modify its content.
i have seen it somewhere but no idea of how to implement it.

What control panel? It that the question from the standpoint of the hosting user (author of the site, administrator), or a regular user of the site?
You can simply implement this as a part of functionality of the site, but what's the problem? This is pretty basic thing in ASP.NET or any other server-side technology.
You can always save some files withing the site's directory structure, write any content in it, provide dynamic content through ASP.NET code behinds...
