websites are not good candidates for these things as it is a response/request technology. If you google for "schedule mvc page" or "schedule mvc code" you'll find various ways of accomplishing this, so pick something that is suitable for you, but there is no built-in mechanism to achieve this.

MVC code runs entirely on the web server so it cannot touch anything on the client machines.

Javascript code runs only in the sandboxed environment in the client browser. It cannot touch anything on the client machine, including launching executables.

The way you'd normally launch an executable on a machine at a scheduled time is to use the Windows Scheduler and setup a job to launch the .EXE you want at the time you want.
