Start here: ORDER BY Clause (Transact-SQL) - SQL Server | Microsoft Docs[^] and here: GROUP BY (Transact-SQL) - SQL Server | Microsoft Docs[^] which cover how to use it and what it does.

If you want to know how it is implemented in Sql Server, then you would need access to the source code, and Microsoft does not release that - it is their Intellectual Property after all, and they have invested a lot of man hours in getting it both right and efficient!
