Visual studio 2019 installer do not start

Installer starts, downloads same files, install and then close.
Events viewer reports:
Application failed with an uncaught exception:
String not recognized as a valid DateTime value.
This happens on a fresh installation of Win10 Pro x64

What I have tried:

I stopped the antivirus Defender

You need to find out which part of the process is generating this error.
