How to get max available bandwidth

I was asked to develop a net monitor tool, which is like Bandwidth Meter Pro. Now I have got the download speed and upload speed, however, the max available bandwidth is a big problem. I have tried many way to get the value, but either is useful. Could someone help me? Thank you!

Wait, you already have the max upload and download speed and you are having trouble getting the full bandwidth? Just add the two values together.

If you don't have anything, then I'd suggest you get the max bandwidth by monitoring existing uploads/downloads and initiating a new upload/download to a server with a known high bandwidth.

Thank you for your answer! Have you ever used a software called Bandwidth Meter Pro. It is a professional tool to monitor the net. It shows that the max bandwidth is much bigger than the value by adding download and upload speed together.
