How can I crop an image, and then give a user the ability to paste that image onto another larger image?

Not easily, you'd be better to write some sort of ActiveX control to do this, b/c HTML and Javascript wont be able to do it, you may be able to write something fancy to create the UI, but the cropping and merging of images will have to happen on the server.
