All of those questions are subjective and can't really be given difinitive answers as they are slightly opinion based and mainly dependent on the goal or needs in a program.

No, it is not, but it's not really related to your question. It's just really ugly "ersatz" language, but it is readily available in nearly all hosting plans, unlike any other server-side technology. You can consider ASP.NET, JSP, PHP or Prolog, to name just a few...

The question makes no sense at all. The predicate "Better" can be defined in any way. It depends on the goal of your application and many other factors. Those factors include also your background, experience, time frame, availability of already developed components useful for reaching the goals, plans for site or application support, budget to be spent for site hosting and more.
