Image to .xap conversion

We can convert an image to flash file i.e swf easily.
Do we can convert image file to silverlight file i.e. xap file in the same manner?

Solution 2

Unlike SWF, which is really an animated graphics format, XAP is not directly related to graphics: http://en.wikipedia.org/wiki/XAP_%28file_format%29[^].

I don't see in which sense an image file could be "converted" to XAP.
