What happens if I delete a machine.config file?

It's trying to find a reference that I eliminated fromt he project.

c:\windows\microsoft.net\framework\v1.1.4322\Config\machine.config

It's a very bad practice, to delete this file..

Just wanting to do this in a test environment because the program is trying to link to a reference that I am excluding from the program.

You can't delete the machine.config file, it is used by all applications machine wide. If you don't want a particular configuration setting for an application you modify the config file the application itself.
