How to add Flash image in MVC 4

I want to add flash video for e.g. movable image in All pages using in Layout.cshtml and implement at all pages.what code I write in layout.cshtml to complete this task and also want whenever user roll over mouse on anytab the list will show how will show this list for e.g. in code project website when we move our mouse to articles the list we show up.how i can i do in mvc 4.please guide me if any body knows my answer............
