Solution 1

ASP.Net and WinForms are 2 different types. However, there are lots and lots of ways to do licensing including 3rd party products that you can buy and implement. Or, you can write your own code. There are plenty of examples online as well as this site.

Once you have decided which route to go if you get stuck with something specific please let us know.

I would just search google. There are different approaches to it and many different opinions.
