the programs written to do a simple tcp connection works only locally
inside a lan and when write the remote ip & remote port
doesnt work (i check firewalls it ok and unlocked)
if any one has a simple code working plz upload it

Are you using a routed IP address at the remote endpoint (i.e. not 192.168.xxx.xxx or similar unrouted local network address)?

ofcourse the two machines are connected to routers
but ip is similar to 196.221.**.*** , plz express your idea
