Why not? "Single project" does not mean one Web page. And two different pages are always relatively independent; they are not bound to each other in any way except cross-referencing URIs. Use one master page for some pages and another master page for other pages. It's important that you don't try to use one master page for the same page. :-)

i use free 2 css template in signal project , how to use 2 css template in 2 master pages

Okay, imaging you have two different unrelated "projects", each with one separate master page and separate master-page CSS. Is it possible? Apparently. Than imaging that you just formally merge these two projects in one. Also no problem, right?
