I am developing a web application with PHP.

My requirement is

1. When a new user register my site he need a registration fee. How can i get this money? what should do for complete all processes? How much i need?

2. I need mobile verification. and after registration user get a SMS with user name and password. what should do for complete the processes? How much i need?

3. Do i need any CMS to do all? or row php.

1) Either via credit card, or a site like Paypal. Talk to payment gateway companies or paypal direct - do not get code from a public website.
2) Provide a link to your site that requires a log in to complete the process.
3) How would we know? We know a total of nothing about your application...
