can i choose the place were to put the event function?

Usually when producing events function automatically places the the function itself at the end of the code
Is there an option to choose a place where you pull up function events?

You can select/drag them anywhere you want to put them, there are even ways to put them in other classes or other files (although I wouldn't recommend it).

If you are talking about the default action, then I don't think so, the editor always places new auto generated code at the bottom of the class.
