I am looking for a open source software to develop websites ( e.g shopping cart,CMS ,online quiz) and which can be used to covert the website in to native apps so they can be put on Apps stores.

I have been using wordPress, but there is no FREE plugin available to convert the solution to native apps.

Not a correct question: there is no such thing as "best". Can you define the predicate "better"? Better for who and for what?
Let me tell you: all kinds of "site builders" is just not serious. And the idea of "converting" Web sites to native applications just makes no sense.

Please see my comment to the question. The software for "converting" Web sites to native application universally does not exist, not because it is difficult or something like that, but because this is not a well-posed problem, not something certain or having any certain sense. If you need some native applications, write them, using some available code or not.

If I want to develop apps to access this website, what is the best approach? Learning every single native application and creating apps takes a lot of time. I am looking for a software which can create apps for all platform( android, IOS, W8)for my website, so I can put them on apps stores( Itune, google market etc). What is the better way of doing it? I know there is a software called PHONEGAP, but it cost money, I am looking for something free ( open source)

What is "learning every single native application"? There are no application to "learn", besides, what to learn in them. It's more difficult: to implement all you need. There is no other universal way, and cannot be. Your problem is: you want all at once. Best advice here: not to do any computer at all; you already made considerable advances in this direction. :-)
