I need help regarding my project.. I want to know how to power off cd-rom,Keyboard,mouse. Please help.. Thanx in Advance.

You can go to the wall socket and pull out the plug, but its better to use the switch if it has one.

On a more serious note;
What hardware platforms are you trying to use?

If it is a PC, then i would doubt that the JVM has access to this functionality. This would be determined by the OS's power management functions.
