It does not make any sense. Your description of your problem is poor and therefore we can not understand what you want and where you stuck.
So please review and rephrase your question...

This is not a good question - we cannot work out from that little what you are trying to do.
Remember that we can't see your screen, access your HDD, or read your mind.
WCF has no "presentation layer" - no user interface, it's a communications framework - so the whole concept of it providing "pop-up" messages is not tenable. You need to think about your project and try to explain it in terms we will understand, remembering the above.
Use the "Improve question" widget to edit your question and provide better information.

Solution 1

If you're trying to make something popup upon log in use VB and use MSGBox and place the executable in the start-up folder, otherwise if you are trying to make a LOG IN you can use VB to make the computer inaccessible until proper credentials are entered and make a log file.
