If you are new to CSS, then learn simple DropDown Menus first.

You can easily get by searching on Google.
Some of them are...

Once you master the Logic by which the Menu is built, then you can go for animations which is done in that link. One other method to know about that Menu is to analyze its HTML, CSS and Scripts by Developer Tools like FireBug.
