Best hosting independent way to call API url to get data

Hi i want to call another server's API url like facebook graph api url to get data by utilizing php server side codes for reasons. I know well using curl or fileopen parameters which most hosting servers disable for security restrictions.so what is the best way to call a url to get data across all hosting? It's not my requirement but of unknown clients so is need it sorted out.
