I've been looking all over the internet on how to make **Resizable** themes for Windows forms. But I just had no luck finding any. If anyone knows how, I would like to know! I am using Visual Studio 2013 right now.

Very good idea, I credited it in my answer; as I already answered this way to similar questions. There is a surprisingly good number of solutions on this topic in CodeProject articles, please see. I haven't have a chance to evaluate their quality, but some look, from the first glance, quite impressive.
