This question is vague enough to leave me wondering if you're capable of this task. Video includes voice automatically, a video feed has sound and picture. Sending text is trivial. Are you claiming to know all possible languages, and yet not know anything about what things they support ? The right answer is, the language that you're more comfortable with, is the best one to use, so long as it's C#, VB.NET, or C++ ( the main languages of MS development ). Perl or javascript are not going to help you much. Beyond that, you can use the Windows Media Player as a control, or use DirectX directly to work with video feeds.
