i am having account in 160by2. i want to send sms using 160by2 site to a mobile.. how can send it in my project?(using c#,.net(windows form))

Do they have any developer API? I don't think so. If they don't then you can not use them programmatically.

Ask them.
They should provide technical support and will know more about their product than we will. If they don't, then find another supplier and demand your money back!
