I make it to read the progress percentage. if it is 0% it will be Red , upto 20% Yellow, upto 50% Green, more will be Blue.
I make this program in Vb.net 2012 windows app.

You need to understand my question and answer it.
What have you tried so far? The problem is not so difficult, but at least you need to know for what kind of UI do you want to have to control (WPF, Forms, ASP.NET, Silverlight, Metro, what?)

By the way, the controls shown on picture are so ugly and look so useless that I would never accept the task of developing anything similar. This is the decoration which would only destruct users and make their work inconvenient. So, I would not wish you good luck with this work, would rather advise to work at something useful, sorry...
